The Security Council maintains international peace and security. Its Chapter 7 rulings are binding and all parties are bound to abide by them, while Chapter 6 rulings are only recommendations. This UN body is in need of reform due to global changes and the presence of new military and economic powers. Consensus among the council's permanent members appears elusive, leading to global uncertainty.
