Item The Role of Public Policies in Strategic Documents for Regional Development in Bulgaria(Бургаски свободен университет, 2018) Димитрова, ПетяIn the last decades of the XX century, there has been a tendency to change the government's approach in decisions-making. This change is mainly due to the widespread and increasingly used of public policies which help the management elite to choose informed and correct decision to cope with problems that have arisen. Public policies are evolving both in the scientific and in government fields. They contribute to the research, analysis, and offer a number of options to overcome problems, regardless of the sphere of governance. They are called “public” because they serve the needs of the government, but they are also “sectoral” because they address specific areas such as healthcare, infrastructure, education, etc. Another important feature of public policies is that they are related to strategic management. Public policies take a place in the development of strategies, plans and programs, part of which are strategic documents for regional development. Public policies are an integral part of implementing strategic documents. Exactly by them the priorities and aims set by the government are realized.Item APPLICATION OF ALTMAN Z-SCORE FOR VIABILITY OF SMALL AND MEDIUM ENTERPRISES(Бургаски свободен университет, 2018) Попов, ДимитърSmall and medium enterprises (SME) are the focus of numerous scientific studies, Abstract: European and national programs. Their revenue-generating capability attracts the attention of investors, government institutions and other partners. This can be observed in a number of attempts to define SMEs by The Bolton Report and The European Commission. The Small Business Act places a focus on the need for methods to assess the viability of SMEs. The Z-score model developed by Edward Altman predicts publicly held enterprises default within 2 years. Altman's original model works with financial indicators of large corporations. Therefore, as a way to improve decision-making, it is possible to create a modified model based on the Altman's original model to help determine the viability of SMEs. Through using Bulgarian enterprises empirical data, the model could be adapted to the specific conditions in Bulgaria and predict whether small and medium enterprises will default within two years with a certain predictive power.
