Abstract

The deepening demographic imbalances, intertwined in the knot of the growing pressure on public finances, make it difficult to manifest the advantages of the three-pillar pension insurance model in Bulgaria. The management of pension resources with the initiated pension reforms outline forecasts for long-term stability with partial commitment of future generations to assume the insurance burden of insured persons and the current working generation. Longevity today is turning from a wish into a risk with financial consequences. The aim of this report is to focus on the ageing population and to identify the challenges, consequences and opportunities for future retirees. Our main argument is that we are lagging behind in fostering intergenerational solidarity and responsibility and in implementing life-cycle approaches that would allow for a change in the way pensions are financed, and provide long-term care for older people. Limiting the negative consequences of ageing can be achieved by maximising the benefits of active working life and promoting healthy activities in older people, ageing in good health and with affordable healthcare, modernising social systems, but also by achieving a balance between working life and time spent in retirement with fair and sustainable pensions.
