Abstract
During the last years in the European and global educational practice and in Bulgaria there were real changes in the special education, consisting of the establishment of a complex system (legal, financial-material, methodological, staff and other measures) for integration and offering equal opportunities for education of children with special educational needs. This article is an attempt to determine and analyze the problems, which appear in the process of integration of children with special needs. The accent is on the strategic ideas and approaches and their genesis, the adequacy of the legal base and its application, the administration of the process on all levels, which appear in the real process of integration.
