Abstract
The president, as a neutral power, through his powers to appoint the caretaker government, fills the resulting vacuum in the management of the country, and when he appoints the „big three of the judiciary” he not only acts in concert to implement the
unified state power but also prevents the election of unsuitable candidates for presidents of the supreme courts and Attorney General, of course not final and decisive, which is an expression of the balance of power created by the Constitution.
