Abstract
Under the post-modern world order that began in the second half of the nineteenth century, the liberal political perception of the relationship of security with the freedom of individuals and the guarantee of their rights in society develops. The emerging process of globalization of political, economic and social life, accelerated by facilitated access to information about emerging events in the world, creates new principles of security. The dependence and the speed of impact of the negative factors increase. It limits the cultural diversity of the world. Conflicts of interest between developed and traditional societies grow. This dynamics generates large-scale migration, powerful resource and financial flows and related destabilization of global and local markets. The complexity of the globalization process and the accompanying threats, challenges and opportunities necessitates a careful rethinking of the modern meaning of the concept of security as well as of the instruments for its management. Initial prerequisites in this respect are the role and the meaning of the postmodern state and its attitude to its right to forcefully settle its external interests, as well as to maintain its internal order with force. Broadly speaking, migratory pressure is of paramount importance for any nation or country.
