Abstract
Permanent litigation of the normative administrative acts is an emanation of their unlimited time action. Private individuals, organizations and authorities who can demonstrate legitimate interest, as the prosecutor can litigate them without a time limit. It is unlike the individual and general administrative acts for which observance of the statutory time limit for filing an appeal and protest is an absolute procedural prerequisite for prosecution of the right of litigation. In proceedings on litigation of normative administrative acts intensified public interest demands the introduction of exception from the prohibition an administrative act to be canceled for months or years after it has become stable, final.
