ПРАВНА СЪЩНОСТ НА ЕЛЕКТРОННОТО ПРАВИТЕЛСТВО

Abstract

Society, based on the principle of the rule of law, creates their government through legal means. Modern transition of the government in the virtual environment does not override this principle. State structures and mechanisms in the new environment should be created and act, based on legal normative models. These postulates do not find realization in Bulgarian e-government. It is built on the basis of information, technological, but not legal model. The article gives the concept of e-government as a legal phenomenon. Outlined is the contents of the legal model of e-government.
