Abstract

One of the principles of administrative law is the principle of consistency and predictability and as such, it is fundamental in the exercise of the control function of public administration, in conditions of administrative discretion. Timely and accurate delineation of this independence, by introducing clear and fair criteria, strict definition of official powers and obligations of control bodies, the implementation of adequate and strict internal control are prerequisites for preventing corruption by and against the administration.
