Abstract

In the case of marine accidents, many countries have provided for investigation by maritime courts and accident investigation commissions. Despite these efforts, marine accidents continue to occur, resulting in crew casualties and, in the case of serious accidents, raising public concern about the safety of the maritime industry and prompting further efforts to improve safety.
