Abstract: The present article discusses issues related to the frequent terrorist attacks on cultural- historical heritage. These facts are really alarming due to the fact that at the heart of terrorism, the crisis of values stands. This requires a change of the Hague Convention for the Protection of Cultural Property in the Event of an Armed Conflict as well as the introduction of a new organizational model for the management of activities related to the conservation, preservation and protection of the world cultural heritage, depending on the impact and interaction of many internal and external factors.
